RESOLUTION EXPRESSING PROFOUND CONDOLENCES TO THE BEREAVED FAMILY OF THE LATE
DELFIN A. JUICO JR., FORMER SECRETARY TO THE
CITY
MAYOR AND RECOGNIZING HIS INVALUABLE CONTRIBUTIONS
TO
THE CITY OF OLONGAPO
WHEREAS, the City of
Olongapo suffered a great loss with the passing away of former City Secretary
Mr. Delfin A. Juico, Jr. last July 16, 2016 at the age of 83, leaving behind an indelible mark with his work ethic,
integrity and allegiance to fairness and objectivity in dispensing his duties
as the right hand of the City Chief Executive;
WHEREAS, Mr. Juico
holds the distinction of having been the longest serving Secretary to the City Mayor
for a total of 37 years and 10 months, having served the distinguished position
to former Olongapo City Mayors James L. Gordon, Sr., Amelia Juico Gordon,
Richard Juico Gordon, Cynthia G. Cajudo, Katherine H. Gordon and James Juico Gordon
Jr.;
WHEREAS, Mr. Juico
dedicated almost four decades of his professional life working for the fruition
of the ideals and vision of past city administrations from Olongapo’s inception
into a municipality, conversion to cityhood status, struggles in development,
transformation into a highly urbanized city and lastly, as the most competitive
city within the highest quality of life;
WHEREAS, Delfin Juico
Jr. or Manong Totoy as everybody calls him, was one of the witnesses to the
assassination of James L. Gordon Sr. in February 20, 1967. That fateful day
will be frozen in a historic photo showing Manong Totoy carrying the limp body
of the fallen Mayor;
WHEREAS, during his
stint as Secretary to the Mayor, Manong Totoy served as a perfect alter ego of
the Chief Executives, equally a Man of Action, who recognizes the sense of
urgency of serving the public. His long years of service is a testament to his
hard work and dedication to duty and responsibility;

WHEREAS, staff of the
Office of the City Mayor revered his punctuality, cleanliness and sense of
order. He has a keen eye for details, a perfectionist to a fault;
WHEREAS, known for his
dedication to public service, Mr. Juico extended his services as one of the
volunteers during the fight for the preservation and protection of the former
U.S. Naval Facility at the Subic Bay by using his office to assist visitors and
investors by issuing Visitors’ Pass in order to gain access to the former Naval
Base now a thriving Freeport Zone;
WHEREAS, the City
Government and people of Olongapo, joins and condoles with the Juico clan of
the loss of their patriarch and esteemed former public servant;
NOW, THEREFORE, with the
unanimous accord of the Members of the Sangguniang Panlungsod present,
RESOLVED, AS IT
IS HEREBY RESOLVED,
by the Sangguniang Panlungsod in session assembled to express as it hereby
expresses profound condolences to the bereaved family of the late Delfin A.
Juico, Jr., former Secretary to the City Mayor and recognizing his invaluable
contributions to the City of Olongapo.
