RESOLUTION APPROVING AND ADOPTING THE OLONGAPO CITY CONTINGENCY PLAN FOR
TYPHOON AND FLOOD AS THE ADMINISTRATIVE GUIDE OF THE CITY IN TIMES OF
EMERGENCIES AND DISASTERS FROM TYPHOON AND FLOODING
WHEREAS,
the Implementing Rules and Regulations of
Republic Act No. 10121, Rules 6, Section 4 (3) states that the Local Disaster Risk Reduction and Management Office
(LDRRMO) shall facilitate and support risk assessment and contingency planning
activities at the local level;
WHEREAS,
the Olongapo City Contingency Plan
for Typhoon and Flood is guided by the framework adopted from the National Disaster
Risk Reduction and Management Plan (NDRRM) Plan 2011-2028 and Olongapo DRRM
Plan 2014-2019. It is designed for use
by all those who have roles to play in preparing and responding to communities
for typhoons and floods, whether in lead or supporting agencies;
WHEREAS,
the Olongapo City Contingency Plan
for Typhoon and Flood will be a predictive element to an impending calamity by
ensuring the availability of financial, human and natural resources and can be
used as mechanism for decision making. It assures a unified response action that can
be implemented during emergencies and ensures the unwanted damage to life and
properties;
WHEREAS,
the Joint Memorandum Circular No. 2013 – 1 dated March 25, 2013 was issued to
serve as a guide to Local Government Units (LGUs) in the allocation and use of
the Local Disaster Risk Reduction and Management Fund (LDRRMF) and to enhance
transparency and accountability in the use of the LDRRMF;
WHEREAS,
Section 21 of RA 10121 provides that the LDRRMF amounting to not less than
five percent (5%) of the estimated revenue from regular sources shall be set
aside to support disaster risk reduction and management activities such as, but
not limited to the pre-disaster preparedness;

WHEREAS, the Olongapo City Contingency
Plan for Typhoon and Flood is anchored on the National Disaster Risk Reduction
and Management Framework (NDRRMF) goal of achieving “safer, adaptive and
resilient Filipino communities towards sustainable development”.
RESOLVED, AS IT IS HEREBY RESOLVED, by
the Sangguniang Panlungsod in session assembled, to approve and adopt as it
hereby approves and adopts the Olongapo City Contingency Plan for Typhoon and
Flood as the Administrative Guide of the City in time of Emergency and
Disasters from typhoon and flooding.
RESOLVED FURTHER, AS IT IS HEREBY FURTHER
RESOLVED, enjoins all member agencies of the Olongapo City Disaster Risk
Reduction and Management Council and the seventeen (17) barangays to commit to
upholding the Plan.
Let
a copy of the Olongapo City Contingency Plan for Typhoon and Flood as the
Administrative Guide of the City in time of Emergency and Disasters from
typhoon and flooding be made as integral part of this Resolution.
