RESOLUTION NO. 71  

(Series of 2016)

A RESOLUTION COMMENDING HONORABLE CITY COUNCILOR ELENA CALMA- DABU FOR HER CONTRIBUTION IN PROMOTING WOMEN'S RIGHTS AND INVALUABLE SERVICE AS CITY COUNCILOR

OF OLONGAPO CITY FROM 2007-2016

WHEREAS, Councilor Elena Calma Dabu, started her public service as an elected Barangay Kagawad of Barangay East Bajac Bajac from 1994-2007;

WHEREAS, she was first elected as City Councilor in 2007, re-elected again for her second term in office from 2010-2013 and in her last term, from 2013-2016;

WHEREAS, in her nine (9) years in office as City Councilor she ably held the Chairmanship of the Committee on Women, Family and Gender Equality, Public Market, Finance and Appropriations, Ways and Means, Social Services, Ethics, House Rules and Privileges and Livelihood and Cooperatives;

WHEREAS, City Councilor Elena C. Dabu empowered the Local Price Coordinating Council of the city to be an active watchdog in monitoring and ensuring local consumer goods are up to standards in terms of quality and price.

WHEREAS, as chairperson on the Committee on Women, Councilor Dabu championed the rights of women and children. She helped create, initiate and espouse activities and programs for the welfare and protection of women and children like organizing festivities for pregnant women, symposium on women’s rights, anti-bullying and gender development.

WHEREAS, Councilor Dabu helped the acronym VAWC (Violence Against Women and Children) or Republic Act 9262 to be a part of the vocabulary of every women, children, citizens, especially law enforcers and barangay officials. 

WHEREAS, as a women’s rights advocate and fighter, Councilor Dabu will be best remembered for her often repeated slogan “Kaming mga babae ay hindi dapat sinasaktan, hindi dapat binubugbog, bagkos dapat kami ay minamahal”.

WHEREAS, as well as an astute business leader, Councilor Dabu organized livelihood programs for poor but deserving families and enabling small enterprises;

WHEREAS, Councilor Dabu is also considered as one of the hardworking city councilors from 2007-2016, where during budget hearings and deliberations, as appropriations chairman, she would painstakingly go over and scrutinize voluminous budget statements from city departments and barangays.

WHEREAS, Councilor Dabu has generously served officially for a total of 22 years in government and is expected to continue her dedicated public service under the administration of Mayor Rolen C. Paulino in any position that she would make a difference.

NOW, THEREFORE,  with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to commend as it hereby commends Honorable City Councilor Elena Calma- Dabu for her contribution in Promoting Women's Rights and Invaluable Service as City Councilor of Olongapo City from 2007-2016
