A RESOLUTION STRENGTHENING
THE CAPACITIES OF THE LOCAL GOVERNMENT OF OLONGAPO THROUGH THE
INSTITUTIONALIZATION OF THE BOTTOM-UP-BUDGETING
(BUB) AND KONKRETO AT AYOS NA LANSANGAN ANG DAAN TUNGO SA PANGKALAHATANG
KAUNLARAN (KALSADA) PROGRAMS OF THE COUNTRY
WHEREAS, local road investments and farm to market roads are
essential to pursue growth and poverty reduction programs in local areas;
WHEREAS,
such road networks play a very critical role in providing efficient transport
and logistics to facilitate trade that causes economic growth;
WHEREAS,
the condition of the said roads also needs to be improved so that the same can
be fully utilized, as means to avail the benefits of globalization and economic
development for the City and its neighbors;
WHEREAS,
through the Konkreto At Ayos Na Lansangan Ang Daan Tungo Sa Pangkalahatang
Kaunlaran (KALSADA) Programs to cover all cities with a proposed budget of 13.5
Billion Pesos, better road networks and farm to market roads will be in place
soon;
WHEREAS,
further, the KALSADA program will enable local government units to fully
support Bottom-Up-Budgeting (BUB) Projects thereby broadening the capacities of
local government units through the provision of effective service delivery for
their constituents;
WHEREAS,
Olongapo City as a BUB implementing
local government unit, is enormously benefitted by the said program and is now
qualified for a BUB fund of Twenty One Million Five Hundred Thousand Pesos
(PhP21,500,000.00) for 2017;
WHEREAS,
with these gains to be sustained beyond 2016, local government units such as
Olongapo, are assured of a brighter and confident future ahead of them;

NOW, THEREFORE, on motion of City
Councilor Elena C. Dabu, with the unanimous accord of the Members of the
Sangguniang Panlungsod present,
RESOLVED, AS IT IS HEREBY RESOLVED, by
the Sangguniang Panlungsod in session assembled to strength as it hereby
strengthens the capacities of the Local Government of Olongapo through the
institutionalization of the Bottom-Up-Budgeting (BUB) and Konkreto At Ayos Na
Lansangan Ang Daan Tungo Sa Pangkalahatang Kaunlaran (KALSADA) Programs of the
country.
