RESOLUTION CONGRATULATING THE SON OF
OLONGAPO SENATOR-ELECT RICHARD J. GORDON FOR WINNING AND RANKING FIFTH (5TH)
IN THE JUST CONCLUDED 2016 LOCAL AND NATIONAL ELECTIONS and FOR BEING RECENTLY
RE-ELECTED AS CHAIRMAN OF THE PHILIPPINE RED CROSS
WHEREAS, the Commission on Election (COMELEC), sitting as National Board
of Canvassers recently proclaimed the 12 winning Senatoriables in the 2016
Local and National Elections:
WHEREAS, the Former Olongapo City Mayor, SBMA Founding Chairman, Secretary
of Tourism, Former Senator, and currently the Chairman of the Philippine Red
Cross, Senator Richard “Dick” Gordon run as independent and ranked fifth (5th)
in the Senatorial race garnering 16,719,322 votes;
WHEREAS, Senator Dick Gordon is
also a skilled legislator, being one of the most prolific and most brilliant
legislators during the 13th and 14th Congress where he
authored and sponsored major laws such as the Amended
Automated Elections System Law, the Food Donation Act, the Tourism Act of 2009,
the SSS Condonation Law, the Free Patent Law, and the Freeport Area of Bataan
Act of 2009;
WHEREAS, former Olongapo City Mayor Richard J.
Gordon was the prime mover in the city’s transformation from its notorious
label as “Sin City” into a model city known for its discipline, cleanliness,
impressive peace and order and innovative programs that were replicated
throughout the country including Davao City under then mayor and now incoming
President Rodrigo Duterte;
WHEREAS, as founding Chairman of the Subic Bay
Metropolitan Authority (SBMA), Senator-Elect Richard J. Gordon saved Olongapo
from imminent economic dislocation after the US bases pullout in 1992. Through
his inspirational leadership and vision, the country’s first ever Freeport was
created that generated thousands of jobs for Olongapo residents and attracted
billions in investments;

WHEREAS, Senator-Elect Richard J. Gordon, as Chair
of the Philippine Red Cross never cease to give assistance to Olongapo through
relief and rescue efforts, including equipment donations, to beef up the
response capabilities of the City’s DRMM Office during disasters and
calamities;
WHEREAS, Senator-Elect Richard J. Gordon was recently re-elected unopposed
as the Chairman of the Philippine Red Cross (PRC) for another two year term
during the PRC’s organizational meeting of the board last April 14-15, 2016;
WHEREAS, with the fresh mandate to serve as Chairman of
PRC for sixth consecutive term, Dick Gordon was instrumental in the modernization and
transformation of PRC to meet the growing
humanitarian challenges of the country;
WHEREAS, as an outstanding and extraordinary leader with a vision, Senator
Dick Gordon who, in whatever position he assumes, gives his best and brings out
the best in the Filipino;
WHEREAS, as the original son of Olongapo, his heart and
concern to his native land is always his priority and one of his legislative
agenda is the amendment of RA 7227 or the bases conversion and Development Act
of 1992 for Olongapeños to fully reap the benefits of the Freeport;
NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano, with the unanimous
accord of the Members of the Sangguniang Panlungsod present;
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang
Panlungsod in session assembled, to congratulate as it hereby congratulates
the Son of Olongapo Senator-Elect
Richard J. Gordon for winning and ranking Fifth (5th) in the just
concluded 2016 Local and National Elections and for being recently re-elected
as Chairman of the Philippine Red Cross.
