A RESOLUTION CONCURRING TO THE
PROPOSED DISESTABLISHMENT
OF THE OLONGAPO NAVAL BASE
PERIMETER NATIONAL PARK,
AND REQUEST THE OUTRIGHT
RECLASSIFICATION OF THE
AREA INTO ALIENABLE AND DISPOSABLE LAND
WHEREAS,
on 22 October
1968, then President Ferdinand E. Marcos issued Proclamation No. 478 reserving
for national park under the administration of the Director of Parks and
Wildlife a certain parcel of land of the public domain with an area of 90,037
square meter situated in the City of Olongapo;
WHEREAS,
the disestablishment of Olongapo Naval Base Perimeter National Park was
proposed by the Department of Environment and National Resources based on the
study conducted by the said office that the present uses of the area which are
commercial, residential and institutional are no longer compatible with the
reservation intended for the area;
WHEREAS,
Barangay Banicain Council Resolution No. 3, Series of 2013 was also passed
requesting to classify the area under the Olongapo Naval Base Perimeter
National Park to Alienable and Disposable land;
WHEREAS,
once the old area is disestablished as National Park and Reclassified into
Alienable and Disposable, the claimants of the area can already apply for the
titling of their lots and eventually development permits may be facilitated;
WHEREAS,
there is also a city initiative and actual project proposal for a new
establishment of an easement linear park in the area;
WHEREAS,
the proposed disestablishment of the National Park and reclassification into
Alienable and Disposable land will redound to the greater good of the greatest
number of Olongapeños for they are the recipient of the short and long term
benefits of the area;
NOW, THEREFORE, on motion of City Councilor Noel
Y. Atienza, with the unanimous accord of the Members of the Sangguniang
Panlungsod present,

RESOLVED,
AS IT IS HEREBY RESOLVED, by the
Sangguniang Panlungsod in session assembled to concur as it hereby concurs to
the proposed disestablishment of the Olongapo Naval Base Perimeter National
Park, and request the outright reclassification of the area into alienable and
disposable land.
RESOLVED
FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that the
Proposed Disestablishment of Olongapo Naval Base Perimeter National Park in
Barangays New Asinan and New Banicain shall be made as an integral part of this
Resolution.
