A RESOLUTION EXPRESSING PROFOUND SORROW OVER THE UNTIMELY

 DEMISE  OF  THE  LATE  HONORABLE  NAPOLEON  F.  CAPISTRANO,

PUNONG BARANGAY, WEST BAJAC-BAJAC, OLONGAPO CITY

WHEREAS, Punong Barangay Napoleon F. Capistrano passed away peacefully in the grace of our lord on February 04, 2016 at the age of 77;

WHEREAS, Punong Barangay Napoleon Capistrano served as Barangay Captain of Barangay West Bajac-Bajac from 1982 to 2007 and from 2013 up to his death on February 4, 2016;

WHEREAS, “Kap Noli”, as he is popularly known to close friends, possesses an exceptional track record and proven leadership skills being the first elected as Barangay Captain of West Bajac-Bajac from 1982 to 1985, first appointed President of the Association of Barangay Captains (ABC) from 1986 to 1988 and first elected ABC President from 1989 to 2007; and assumes on equally challenging position being one of the members of the People’s Law Enforcement Board (PLEB) in 1991;

WHEREAS, Kap Noli is one of the active volunteers who heeded the call of the leadership for the preservation and protection of the former US Naval Facility in Subic Bay and transformed the facility into what it is now, a thriving Freeport Zone;

WHEREAS, known for his generosity, Kap Noli is the constant sponsor who provided the celebration of the Olongapo City Fiesta with the finest and the best Marching Bands in the country to participate in the traditional civic grand parade;

WHEREAS, armed with entrepreneurial skills and business acumen, he was engaged with various business interests, one is by embarking on the transport business being the owner of the NFC taxis operating in the city;

WHEREAS, as one of the former “ex officio” Member of the Sangguniang Panlungsod representing the seventeen (17) barangays of Olongapo from 1982 to 2006, it is only but fitting that we pay tribute to an outstanding public servant and leader and wish to express our deep sense of loss on the demise of Barangay Captain Capistrano and the memory of his integrity and dedication to public service;

            NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

            RESOLVED, AS IT IS HEREBY RESOLVED,  by the Sangguniang Panlungsod in session assembled to express  it hereby expresses profound sorrow over the untimely demise of the late Honorable Napoleon F. Capistrano, Punong Barangay of West Bajac-Bajac, Olongapo City.
