RESOLUTION STRONGLY ENDORSING TO THE OFFICE OF THE PRESIDENT OF THE REPUBLIC OF
THE PHILIPPINES THE APPOINTMENT OF MS. CYNTHIA CO PAULINO AS DIRECTOR
REPRESENTING THE CITY OF OLONGAPO TO THE SUBIC BAY METROPOLITAN AUTHORITY
(SBMA)
WHEREAS,
Section
13(c) of Republic Act No. 7227 generally provides for the composition of the
Board of Directors of the Subic Bay Metropolitan Authority and (c) (l)
explicitly provides that representatives of the local government units that
concur to join the Subic Bay Special Economic Zone should likewise be duly
represented;
WHEREAS,
the
same law specifically states that preference in the appointment of the members
of the Board shall be given to residents within the Subic Bay Special Economic
Zone and that it is the City mayor, concurred by the members of the Sangguniang
Panlungsod who is vested with the authority to nominate the Olongapo City
Representative.
WHEREAS,
it is to be clearly construed that the authors of the said law, envisioned
and intended that the residents of Olongapo City, the employees of the former
Naval Bases who were displaced by the pull-out of the U.S. Military Installation
in Olongapo and the members of the business community in the City, who were
severely affected by the said exit should be given the right to determine their
future through representation in the policy-making body of the SBMA;
WHEREAS,
Ms. Cynthia Co Paulino, who pursued Bachelor of Science Major in
Accountancy, was one of the City’s entrepreneurs before she took the reins of
R2K Trading Exponents, one of the largest established and most enduring
businesses in the City, as the General Manager. She also held various key
positions in the past as an auditor of Colorite Color Lab and Copy Rite and
General Manager for Yummy Bistro;

WHEREAS,
Ms. Paulino, as an effective manager and a prime business setter, gained
invaluable expertise in the areas of marketing design and management that
significantly contributed to the emergence of new products and services that
ultimately led to the success of the said businesses.
WHEREAS,
as somebody who came into sight during the US Naval Base times and had gone
through the crucibles of the Bases pull-out, the impact of Mt. Pinatubo
eruption, Ms. Paulino contributed to the
upward stride of businesses during the rise of SBMA. She stood out in several
challenges that affected the businesses in the City while fuelling the
developments between Olongapo-SBMA;
WHEREAS,
Ms. Paulino definitely knows the pulse and heartbeat of the
Olongapeños. She effectively assumed the
roles and responsibilities as a supportive wife, a mother of achievers, a
doting grandmother and an exceptional business consultant while devoting time
as a public servant.
WHEREAS,
her strong representation at the SBMA Board for the past three (3) years led to
a vibrant partnership between Olongapo City and the Freeport in various
development endeavors. She has been instrumental in attaining the salary
standardization and other benefits that SBMA employees enjoy today;
NOW,
THEREFORE, with the majority decision of the Members of the Sangguniang
Panlungsod present,
RESOLVED,
AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session
assembled to strongly endorse, as it hereby strongly endorses to the Office of
the President of the Republic of the Philippines the appointment of Ms. Cynthia
Co Paulino as Director representing the City of Olongapo to the Subic Bay
Metropolitan Authority (SBMA).
